Article -1 : Name & Address:
The name of the organization shall be the Ajmer District Chess Association. In these rules it shall be referred to as Association.

Article -2 : Jurisdiction :
The Jurisdiction of the Association shall extend over the territory of the District of Ajmer.
Article -3 : Objects :
(a) To promote the game of Chess to inculcate a sense of discipline amongst the players, to increase their proficiency, to foster brotherhood among the players and to promote a chess culture.
(b) To maintain general control over the chess activities in Ajmer in accordance with this Constitution and the Rules and Regulations of the International Chess Federation (FIDE) in force from time to time.
(c) To promote formation of Organizations to promote the game of Chess within the jurisdiction of the Federation.
(d) To act as the Apex Body of the affiliated Members and to co-ordinate their activities and organize and cause to organize District, State & other Championships and Coaching Camps.
(e) To receive and spend funds to promote the game of Chess in accordance with the Bye Laws of the Association.
(f) To select the teams to represent District and to promote them.
(g) The activities would be purely charitable in nature and not motivated for profit.
(h) The benefit of objects would be available to the general public irrespective of caste, creed, religion or sex.
Article -4 : Financial Year :
The financial year of the Association Shall be from 1st January to 31st December next.
The business hours of the Association:
Between 06 P.M. to 8 P.M. on all Working days except Sundays and Government holidays.
Definitions and Explanations:
(a) Affiliated Members :
The affiliated members of ADCA are those who appointed by Secretary or General Body of the Association.
(b) Association :
Shall mean the Ajmer District Chess Association under the aegis of All Rajputana Chess Association an affiliated unit of AICF in Rajasthan State)
(c) Federation :
Federation shall mean in so far as the game of Chess in India is concerned All India Chess Federation.
(d) FIDE :
Federation International Des Echecs - The International Chess Federation / World Chess Federation.
(e) The General Body :
The General Body of Ajmer District Chess Association shall consist of Office Bearers of ADCA and its affiliated members.
(f) Logo : Logo is given above.
(g) Player :
The Chess player duly registered with the ADCA.
(h) Tournament :
Any competition, recognized by All Rajputana Chess Association, AICF or by FIDE, conducted by any affiliated Member on behalf of AICF.
(i) Official of ADCA :
Shall mean Coach, Instructor, Manager, Arbiter or functionaries
recognized by ADCA.
Article -5 : Patrons , Members and Fees :
The following are eligible for membership:
a) Patrons - Rs. 3000/-(Life time)
b) Life time Membership - Rs. 1200/-
Membership fee can not be refunded. Membership fee and affiliation fee can be revised time to time by the Association with the consent of existing members.
Note:-
Chess Clubs, Institutions etc. are eligible for membership on payment of
Rs. 1200/- per year as affiliation fee.
Failing to pay their fees or other dues on or before 15th May every year will automatically cease to be members of the association and shall not be permitted to take part in the activities of the Association.
The defaulting members will be re-admitted on payment of their arrears and 10% more of such arrears.
Article -6: General Council:
The General Council of the Association shall consist of:-
a) One representative of affiliated clubs or institutions.
b) Ten Foundation Members.
c) All Life Members.
Article -7: Office Bearers of the Association:
The following will be the office bearers of the association who shall be elected from (a), (b), and (c) of Art.6 of the association but at the time of election one representative of District Sports Council should be present.
(1) President,(2) Sr. Vice Presidents, (3) Vice Presidents, (4) Honorary Secretary, (5) Hony.Treasurer and (6) Hony. Assistant Secretary. (All these posts are Honorary without any salary or honorarium)
Article -8 : Powers and functions of the General Council:
1. To for-mutate the policy of the Association.
2. To elect biennially the office bearers.
3. To appoint auditors.
4. To affiliate with All Rajputana Chess Association.
5. To call ordinary or special meeting of the council and fix the place and date for holdings such meetings.
6. To appoint committees for carrying specific duties.
7. To exercise such powers as are conductive to improve the game of chess in Ajmer District.
8. To admit to membership any organization eligible under the constitution.
Article -9 : The Elective-Committee:
The General Management and direction of the Association shall vest in the executive committee which will consist of the followings:-
1. The office Bearers of the Association.
2. One representative from each of the affiliated club or Institution.
Powers and Functions of the Executive Committee:-
1. To admit patrons, Vice Patrons and Life Members.
2. To fill vacancies in its membership.
3. To device in cases of misconduct against players.
4. To suspend or cancel affiliation of an inactive or otherwise undesirable affiliated units.
5. To exercise full powers in interpreting the existing rules and in deciding cases not governed by these rules.
Article -10: Duties of Office- Bearers:
1. President.
The president shall be the chief executive officer of the Association. He/She shall preside over the meetings of the General Council and Executive Committee. He/ She shall have a vote and can cast vote.
2. Sr. Vice President:
In the absence of the president, shall act as president.
3. Vice President:
In the absence of the president, One of the vice-presidents (if there are more than one vice-president) shall act as president.
Note: In case the president, sr. vice president and vice-president are absent, the meeting shall elect its own chairman to conduct the business.
4. Hony. Secretary:
He/She shall be responsible for carrying out the decisions and general business of the Association, including keeping of the minutes of the meetings and other records, calling the meetings, and enforcing its rules. He shall keep an impreset of Rs. 5000/-
5. Honorary Treasurer:
He/ She shall maintain the accounts and operate the funds of the Association jointly with the Hony.Secretary and Present to the general council, the Annual audited statement of Accounts.
6. Hony. Assistant Secretary:
He/She shall assist the Honorary Secretary in the discharge of his duties and carry out his instructions.
Article -11: Meetings:
a)General Council (G.C.)
1. The Annual Meeting of the G.C., for which 14 days notice shall be given to the members, shall be held ordinarily in the month of May to consider the Annual report Accounts and to elect the officer Bearers(If elected are due) any. Any other matter on the agendas concerning the welfare of the Association.
2. Special Meetings may be convened by the president or by the secretary upon a written requisition signed by not less than 10 members. 10days notice shall be given for such meetings.
b)Executive Committee:
The meeting of the E.C. shall be held as of when necessary, at 5
Days notice.
c) Quorum:
The quorum for the meeting shall be one fourth of the total membership of the respective body.
Urgent Meeting of ADCA:
In the event of any emergency the President at his discretion may convene an Urgent Meeting of ADCA
Note: No quorum shall be required for adjourned meetings.
Article -12 Responsibilities of the Affiliated Association:
1. To abide by the constitution, rules and decisions of the District Chess Association.
2. To promote the game of chess in the area under their jurisdiction under the guidance of the District Chess Association.
Article -13 Amendment of the Constitution:
No amendment shall be made to this constitution except at a meeting
(Annual general and by a 2/3 vote of the members present) All proposed amendments must send to the secretary 14 days before the meetings. The secretary shall forward these amendments to the members at lest 7 days before meeting.
Article -14 General Character of the Association:
The association is a permanent organization of patriotic character devoted to the welfare of the youth of the District. It is independent and Autonomous and removed from political, religious and commercial influence. No office bearer or member of the association shall be personally liable in respect of any debt. Incurred with the authority of the association, nor shall be responsible for any fraud, misappropriate, misconduct of duty of his colleagues.
General Bye-Laws.
1. Registration of the Tournaments:
a) All Chess tournaments conducted any where in the District, shall have to be registered with the District Chess Association one month before the date of commencement of the tournament.
b) Registration fees, payable in advance, shall be as fallows:-
i. Rs. 1500/- for tournament of All India Status (Excluding Federation Fees)
ii. Rs. 1000/- for a tournament of state level.
iii. Rs. 500/- for a tournament open to clubs in a district Only.
c) The registered tournaments will have to be conducted according to the latest rules of FIDE.
d) Participation, directly or indirectly, in an unregistered tournament shall be suitable penalized with suspension or disaffiliation, as the case may be.
e) District Chess Association shall see that no unregistered tournament is allowed to be held in its area of jurisdiction.
2. Registration of players and transfers:
a) All Chess players of Ajmer District will have to be registered in the District Chess Association with an annual fee of Rs.100/-(It can be revised) per head.
b) Only the registered players will be allowed to play in a registered tournament or the District, State or Other Championships.
c) Transfer of players from one club to the other will be allowed on receipt of an application along with a fee of Rs. 50/- received through club.
3. Right to give affiliation
a) To promote the game of chess in the Ajmer district, ADCA has right (on request) to give affiliation to clubs, institutes etc.
b) Such clubs, institutes etc. will be bound according.
c) Without the prior permission of ADCA, no kind of tournament can be conducted in Ajmer district by any affiliated club, institute etc.
d) According to the Bye Laws affiliation can be cancelled or suspended.
21. Legal Course Legal Course
(i) The Association shall sue and or be sued only in the name of Ajmer District Chess Association.
(ii) Any Suits/Legal actions against the Association shall be instituted only in the Courts at Ajmer, where the ADCA is functioning.
